File, Open Pull Down

When I go to "file, open" it goes to "My Documents", I don't keep anything here and would like it to start at "C:" so I can then pick the folder I want, can this be changed?

"Tools", "Options", "File Locations". Click on the "Documents" file
location and click "Modify". Set it to whichever folder you want.
