File Option Problem in Outlook 2000

I have a user who seems to have removed the 'File' Option
on the Tool Bar when sending a message or reading a
message. Can anyone help me? I can't seem to be able to
locate it.

View-> Toolbars-> Customize-> tab Commands... Here you can add/remove
Toolbar items. You can also use the Toolbars tab to reset the Menu Bar
