You can't. Screens are going to be different sizes, and
there's nothing you can do about that.
You *can* design a Web page so it gets wider and narrower,
depending on the size of the browser window, but when it
gets wider it's also going to get shorter (and when it
gets narrower it's going to get longer). In other words,
the page appears "altered".
If this kind of alteration is OK, lay out your page within
a table having width="100%" and either let the columns
auto-size, or sizes them in percentages as well.
