I have a document that I'm copying into a booklet. I use a manual overflow
to keep it on 4 pages. Since the document is longer than 4 pages I need a
way to Slect all the text and Format to best fit tot get all of it to fit on
four pages.

Right click on the text box, Format text box, Text box tab, select best fit
or shrink on overflow. (not sure which one will suit your needs).

When I do this the option to Best Fit is grayed out

Select one text box, format, shrink text on overflow. Make certain there is
overflow. If you have expanded the text box so all the text fits, there is no
overflow.
