Fixed Duration Tasks Not Leveling

I have a resource who is working on a single project for an extended period
of time. During that time he will also be working on production issues. So,
I created a fixed duration task and I set his units on that task to approx.
10% (priority was set to 999 as well). When I leveled, I expected that each
day, he would be scheduled for 1 hour of production support and 7 hours of
project work. Instead, Project scheduled 1 hour of production support, but
nothing else. His project time was pushed until after the fixed duration
task ended (2 months later).
How do I get the multiple tasks to be split according to the resource units
for each task?

You can't. This is not how the automatic leveling feature works in
Microsoft Project Professional. When leveling an overallocated resource,
the software can only do two things:

1. Delay tasks or assignments
2. Split tasks or assignments

The software CANNOT adjust the Units on tasks as you wish. You would need
to manually adjust the Units value to 90% or less on this resource's
assignments on each of his project tasks. Hope this helps.
