Folder permission prevents Rule Wizard from working

At some point my Outlook 2002 stopped accepting new
rules. Old rules I set up still work but when I try to
add a new one, I get the message
"This rule could not be created. Check your folder
permissions."

I am the only user on this system. I have checked the
help menu and cannot find anything that will allow me to
reset the folder permissions.

Suggestions?
