footnotes and section breaks

I am using Word 2000 - if there is a footnote on the same page as a section
break, the footnote does not appear at the very bottom of the page, but
floats upward. And sometimes text (or a table) that looks like it should fit
on the same page will push to the next page. I have tried the various methods
(setting the paragraph spacing to "exact") - with no difference. Why is the
footnote not sticking to the bottom of the page (it is set to that).

Yes, it is set to bottom of page. (if I remove or make the section break a
page break, the problem goes away - the footnote appears at the bottom). I
tried making the section break into a continuous section break and adding a
page break, but that didn't work either.

I've run into something similar to this before, but it was a long time ago,
and I don't remember what we decided the cause was. Try Googling for it.
