Footnote appearing on multiple pages, including before the referen

I'm writing a book. On page 4, I inserted a footnote. It appears at the
bottom of page 4. I cut and pasted the text, including the footnote marker,
and moved it to page 6. The text and footnote now appear on page 6. And the
footnote also appears on page 4!

In Page Preview view, all is correct: the footnote is only on page 6. In
Page Layout view, the footnote appears twice, on pages 4 and 6. It affects
pagination, of course, so I see different page breaks in Page Preview than in
Page Layout.

I deleted the footnote by cutting, then reinserted it by pasting. All seems
well. Then again, I did the same thing a few days ago when the problem first
popped up. The footnote reappeared.

The delete-then-reinsert workaround seems to work, at least long enough for
me to get work done. If there's a better fix, it'd be nice to know.
