Force backward compatibility

We are looking into migrating to Office 2003 but want a migration approach.
There used to be a way to force a newer version of Office to force saving all
Docs by default into the old version so that the old users will not have any
issues opening files from users already migrated. I believe this was done
during the install or with policies. Any reference documents?

I know about the viewer, that is not an option.

Have you looked in the Office Resource Kit (freely available download from
Microsoft Office site) for assistance? There are many good tools in the kit
to customize your installation.
