Form load failed. (HELP!)

It seems that I've lost the forms in the Standard Forms
Library. When I go in Form Design it says "Form load
failed." and there is nothing in the Standard Forms
Library. How can I get back those standard forms? I have
reinstalled Outlook but I still have the same problem.

I'm using Outlook 2003 with Exchange 5.5.

Cached mode? Try clearing your forms cache from Tools, Options, Other
tab, Advanced Options, Custom Forms.
