Format text in tables

I have 3 tables on my one page doc. The 1st & 3rd tables
have text in the top cells of the 1st columns. The cells
in these tables are configured to have left/horizontal,
center/vertical text alignment. No matter what I do, I
can't make the top cell in each of those 2 tables/columns
go to center vertical. It stays on top. Reveal
formatting doesn't help me.

Thank you for any help you can give. I've encountered
this issue many times.

For those that may be interested, I had Camille send me a copy of the
document and the reason that the text in those cells could not be aligned
was because there were textboxes in the document that were anchored to the
text in the cells.
