forms in publisher 2003

On the Objects toolbar , click Form Control .
There is no Form Control! I have it in front page but not in publisher. Do I
have to install it. Do I have to enable it. I have click on all object
control.
I am using Publisher 2003

Are you in Web Publication mode? Go to File > Convert to Web Publication.
The forms control button will not appear until then.
