Forms produces 2 Sent Items in Outlook 2007

We just developed a mileage reimbursement form in InfoPath 2007. I have two
views, one for the user to fill out the form and the other for the
administrator to approve and forward to accounting for payment. The user
fills out the form and when he/she clicks the submit button, it is sent to
the administrator via Outlook 2007. The administrator sees the correct view,
approves the amount and enters a budget code, then hits the submit button to
send it to accounting for payment. The issue is the administrator has two
forms in the Outlook Sent Items folder. One is from the administrator to
accounting, the other is from the original user to the administrator. Why
two? I have another form that only has one view and it does not generate two
messages so I'm thinking it has something to do with the multiple views.
Anyone know if this is correct and if so, can I fix it?
