FP 03 View Navigation "grayed out"

I have been designing websites a long time, but just
started using FP03. It has about whipped my butt.
How do you get into navigation view? I have tried it from
a new (blank) page view and also from an existing web page
view. Help!

You have to have a Web open in FrontPage, not just a single page.

Also check Tools Page Options Authoring to see if the Design time components for navigation are turned on
