FP98 updated page won't show changes on web????

I make a daily update to a file on the web that shows
daily totals. Because of the way our server system is set
up, I cannot use the publish feature of FrontPage. I
have to open the folder where the FronPage files are saved
and copy them to the folder where the www pages are
accessed on the web. If I don't make big file changes to
this file (ie add 1 line of text to a page), it won't load
up on the internet??? But if i add something like a whole
paragraph, it will change the web page. If I open the
folder where the web pages are, the html page will show
the change, but if I access it on the www, it won't show
the change????? This is driving me nuts!!!!
HELP!

Have you cleared your browser cache files.

no, but I need it to update for any web user so they can
get the latest update. I can't ask users to clear their
cache files. If this is something i should do in the
folders for web publishing, I haven't heard of this
before...

Delete your temporary internet files and
then check to see if the changes show.

It's not a FrontPage setting.
