I have a issue to ask. How is it that I can, when I
create an e-mail, select the from: and select anyone I
wish to pretend to be someone else? This is a problem I
want to fix. Can this be done?

For the same reason you can send a normal letter by snail mail to anyone
pretending someone else. It's the protocol, not Outlook.

In an Exchange environment this can be shielded with Sned As and Send on
Behalf Of permissions. Also some ISP's don't allow to send a mail from
another domain (which is quite a hassle when you host your own).
