question:

Recently I installed a fresh copy of Office 2003 on a
users computer and copied over his .pst file from his
Office 2000 machine. Now he can not longer use the "TO"
for his contacts. but yet, they are in his contact
list. The error message I get when he attempts to use
the "TO" is: The address list could not be displayed.
the contact folder associated with the address list
could....: ?

Outlook 2000 IMO did not have the option for an Outlook Address Book
service. You will need to add this to his Outlook profile in order to have
the contacts show in the TO field.

Tools->Email Accounts->Directories->Add. Add the Outlook Address Book
service and follow the instructions.
