FrontPage 2003 Not Working In Design Mode

I just upgraded from FrontPage 2002 to FrontPage 2003. For some reason, I
can't seem to modify my previously made webpages in "design" mode in FrontPage
2003. I also can't seem to do it when designing a new page. There is no
cursor when I click anywhere on the webpage. I can modify pages when I go to
the "code" mode. Any suggestions on why I can't write in "design" mode are
appreciated.

Have you tried the usual repairs in the sequence below:
1) In Windows Explorer Find and delete all FP Temp Files
Usually in C:\WINDOWS\Temp and %USERPROFILE%\Local Settings\Temp
- in FP 2003 you need to log on as an admin (other than the NORMAL user name) and look in the super hidden folder
C:\Documents and Settings\NORMALUSERNAME\Local Settings\Temporary Internet Files
2) In Windows Explorer Find and delete all hidden *.web files
Usually in %USERPROFILE%\Application Data\Microsoft\Web Server Extensions\Cache
3) In Windows Explorer Find and delete the file hidden file CMDUI.PRF
Usually in %USERPROFILE%\Application Data\Microsoft\FrontPage\State
4) Run a Repair on IE

5) Install all Service Packs for your OS, IE, MS Office and your Video card
(Windows Update and Office Update sites, plus your video card supplier site)
6) Open FP and Disable or Uninstall any FP Addins,
7) Open your FP Web/Site and run a Tools Recalculate Hyperlinks

I tried all of your suggestions but nothing worked. I also uninstalled and
re-installed FrontPage 2003 several times. I checked various newsgroups and
found several others that had the identical problem. Several people actually
went back to using FrontPage 2002. I already have the latest drivers for
everything on my computer including my mouse and video card, and have all
updates for WindowsXP and Office. Any additional suggestions on getting my
flashing cursor back in FrontPage 2003's "design" view are appreciated (the
cursor does work properly in the "code" view). Thanks.

Does this happen when you select File New page (not a previously made page)
Are your older pages published online anywhere - Provide a URL
