Frontpage - Table Background Formatting

I am trying to format a table to use a background picture
within the table. In the "Table Properties" menu, the
option for "Use background picture" is greyed out. I
cannot tell by my settings what is not allowing me to use
this option. I have also tried to work in a blank
website with no formatting and still have this issue.
Could you please help me to fix whatever settings that
will allow me to insert a background in a table?

IE only or level 4 browsers

PS use cell background as NN does not support table backgrounds
