Graphic & text at top of next page, despite plenty of room

I am using Word 2003. I have a 2-column, 1-row table with text in the left
cell and a graphic (in line with text) in the right cell. Beneath that are
several short paragraphs with a floating graphic to their right, followed by
some more short paragraphs and another floating graphic. Each floating
graphic is aligned with the right column and the top of a line (two different
lines for the two graphics).

The bottom of the table is almost 3" above the bottom margin of the page.
The first floating graphic is only 1.03" high (about 6 lines of text). But
the text and graphic are jumping to the top of the next page, instead of
using that space below the table. What could make them do this?

I will mention that NOTHING is set to control page breaks: no manual breaks,
no widow/orphan control, no "keep lines together," no "keep with next..."
Nada.

Also, what is this new option in Format Picture > Layout > Advanced >
Picture Position, Layout in table cell? (I gave up trying to find this this
the online help.)

Floating objects are always anchored to the first line of a paragraph -
Could it be that the wayward graphic is actually anchored to a paragraph
that has been flowed to the next page? If so, drag its anchor back to a para
on the same page as the table... The image will go with it.

The graphic is anchored to the first line of the first paragraph below the
table. That paragraph would be 2 lines long without the graphic to its right;
with the graphic it's 3 lines long. Both the graphic and the paragraph insist
on sitting at the top of the next page.

As I mentioned in my question, I am using nothing that will control page
breaks. No "keep with next." No "page break before." No "widow/orphan
control." No "keep lines together."

Unfortunately I haven't had 2003 available recently to poke around in so I
really don't have much new to offer:-(

I'd suggest taking a closer look at the table itself as well as any "empty"
paragraphs separating it from the paras below. that version of Word includes
Table Style [which I never use] so if one of them is applied to your table it
could be the cause... or if there are any empty pragraphs which may
inadvertently be formatted for Space After.

Other than that I'm at a loss other than the standard "corruption"
consideration. If you can't find any other possible sources of the malady you
might try copying all but the last para marker (¶) (Ctrl+A, Shift+LeftArrow,
Ctrl+C) and pasting into a new blank doc to see if that might make a
difference.
