Greyed out always ask before opening check box

My outlook2003 makes me answer for every single .jpg if i want topen, save,
or cancel. How can I get the option to tell it that for .jpg to open it by
only double clicking on the attachment after the first time asked if i want
..jpg to open without asking me to open, save, or cancel?
