The margin guides Publisher generates are the pink ones I
think, what then are the blue ones just inside the pink
ones? What purpose do they serve. Also how can I vary the
space between grid guides, ie the space between the column
and row guides? Can anyone help please?

The gap between the blue/pink guides allows you to leave gaps between
elements of your publication.
The pink guides are turned off by default in Publisher 2003, and are not
available around the edge of the page.
