Is there a way I can switch the license from my old hard drive to the new one
I'm getting?

So you're going to get a new HD, and install Windows, Office and all on
exactly the same computer save the HD? This should cause no problems for
activation. I swapped out the motherboard, the HD and the video card on my
desktop, and finally XP told me that it had to reactivate, but Office no.
Some versions of Office have "three uses", perhaps you are referring to a
student version, but this means three computers, not three attempts to
install on the same computer. As far as I know, you can do that as many
times as you want.

Cheers,

You simply use phone activation if online activation fails, and explain you
have replaced a failed hd on the origonal PC
