Have to delete Normal.dot every time PC is rebooted

I have a PC running Windows 2000, with Office 97 Professional, Outlook 2003
and Publisher 2002 installed. I was having a problem where I was having to
delete the Word template Normal.dot every time the PC was rebooted. If I
didn't then none of the Office applications would run.

I took the bold step and reformatted the hard drive and reinstalled Windows,
which is fully patched from the MS Update site. I then installed Office 97,
followed by SP2. This was followed by Outlook, which was then patched from
the MS Update site. When this was finished, I installed Publisher 2002 and
again visited the MS update site.

When all the application software was installed, I installed an in-house
program which required me to install MDAC 2.8 (which was also updated from MS
Update). After this I finally installed Sophos anti-virus.

When the PC was switched off last night I was happy that everything was
working fine, this morning the same problem has come back - so you can
imagine how peed off I feel.

Anyone any ideas as to why normal.dot needs to be deleted everytime, bearing
in mind that there are 2 other PC's running Windows 2000/Office 97/Outlook
2003 with no problem. The only difference I can see is that the others do not
have Publisher installed.

One other thing, I have an XP Professional PC, same software as the problem
PC and this runs with no problems.

Any ideas or advice would be most appreciated.
