Help in Office 2000 on XP Pro

I have installed Office 2000 Pro on an XP Pro
workstation. All apps work but when you click on Help and
Microsoft Help the Windows Installer comes and says it is
Configuring Office. It prompts to restart, which I have
tried but goes through the same thing upon restart. In
have tried clicking No to the prompt to restart and it
prompts you about 5 more times before going away and Help
still doesn not work.
