Help me open my .exe attachment!

My Outlook 2003 will not let a .exe attachment through.
I know this attachment is not a virus, but it still won't
let me access it. The person who sent it can not re-send
it, either.

Is there anyway to get this attachment back from
being "blocked" by Outlook, and open it?

Please help if you can!
