Help with form connecting to Access DB

When I select to build a new Form and then select to use
an access type database I get an error " The procedure
entry Point SetFileSecurityI could not be locatedin the
dynamic link library MSDART.DLL "
I have tried everything I can to eliminate this error.

Please any help will be appreciated.
