How can i create a border importing a clip art?

I have created borders on a text box, importing a clip art. But, now I can't
, it say "the picture is too complex" but is the same picture.

What version Publisher?

Is your video/graphics driver current? What else is going on in your document?
Is the border on your hard drive or are you trying to insert it from the
Internet?
