how can I do the following?

I have created an intranet four computer total. I want to allow the users to
download songs of the main computer. how can I accomplish this? I I want them
to be able to click on a song an then they will choose to either just listen
to the track or save it on their computer?

Just link to the files. The user's browser downloads them when they click on
the link. They can also right-click the link and choose "Save target as..."
from the context menu to save the file in a different location than their
Temporary Internet Files folder.

That's the simple way for you to set it up. The simple way for users who
don't know or don't want to know about right-clicking etc is for you to
write a server-side application, which I doubt you want to do.
