Any photograph can have text as part of the image. In that situation
there is no image under it. In this situation you would need to replace the
missing image parts and that is usually done with varying success, using a
problem like Photoshop.
It is also possible for an image to be under a "layer" with the text on
that layer. It sounds like you had some of each. Do you have access to the
original image? I would guess not, so you may just be out of luck unless
you have a back up file of that image.
