how can I lable pictures on existing word pad documents

I would like to take text from a word document or enter text to a word
document over pictures or _embed_?__them.

It's not clear what the procedure you using would be.
Word and Wordpad can both open a .DOC file format
but Windows Wordpad won't have as man features.

You can use File=>Open in Word to open Wordpad documents
and you can use the clipboard or Insert=>Picture in Word
to add pictures.

If you're looking to add captions to the pictures you can
use a textbox with a 'no fill' background to put text on
top of the picture or Insert=>Reference=>Caption to add
a below or above caption with a picture, for example.
