How can I open a Publisher document created with different ver?

I have a document created in Publisher that was emailed to me. When I try
and open it, I get a message saying that Publisher cannot open a document
created in a different version of Publisher. How can I get around this?

Depends on which version you have and which version the sender has.

I have tried looking at the file properties, but I don't see the version it
was created in anywhere.

You won't. You can ask the sender to save the file as a Pub 2000 file but
you may lose something in the translation plus I can almost guarantee that
the file will grow in size, sometimes drastically.
