MS Digital Image Suite includes 208
filters...including Water Color...
You could experiment with the 60 Day
trial version. Just open an image in the
program and go to...Effects / Filters /
Water Color. Or go to...'All Filters' and
try them all...one at a time. There's one
called "Watercolor Damp" that may be
worth a try.
You also have Advanced Options that
allow for using different brushes and
several adjustable sliders.
