This is what I would do:
Draw a textbox
Type in the names hitting enter after every name (adjust line spacing if
need be). Don't put in too many, I usually put in 10 names.
Activate the custom animation task pane
apply an entrance effect: crawl
direction from bottom
speed very slow
begin after previous
Copy that textbox, edit the names.
Set a delay of a few seconds on the second textbox . Double click the item
in the taskpane, click on Timing tab, set your delay (test and adjust if
needed). Also consider changing the speed of both textboxes. You can change
that in the timing tab as well. If very slow is not slow enough you can type
any speed you want in the box, for instance 10 sec.
Put the textboxes on top of each other (using align and distribute)
Drag both textboxes to the grey zone above the slide.
You can add more textboxes if the list is very long.
Start the show.
If the scrolling should repeat you can go to the Timing tab again and choose
next to repeat "to end of slide"
That should do it.
