How can I write a Makaton document?

I have some signs, etc. that I need to produce in Makaton and cannot find any
resource to achieve this without spending large amounts of money. Is there a
way to achieve this?

Sorry I should have said; Makaton is a system of images used to portry words
for people with learning difficulties (so if you were writing a sign that
told people something about cars the word 'car' is portrayed with a simple
drawing of a car). It is an internationally accepted standard and there is an
organisation who specialise in this area (http://www.makaton.org) who supply
a product that will accept your typing and change the words into images. The
trouble is that I do not have the resource available to purchase their
solution but do need to make these signs.

Then you will have to do it manually.
