we need to manage settlements and invoices from MS project. for example if we
have a milestone for Delivery, we want to send to our accounting system a
reminder to send an invoice or similar information or to send the date of the
milestone to our accounting system.
basically we need to link MS project to our accounting system so that
project managers can follow-up on the accounting issues. .

The basic answer is "yes", but it depends on what type of data your
accounting system will accept. For example, can your accounting system
accept data directly from a Visual Basic macro or via SQL? More likely
you will need to dump Project data into a .csv or other intermediate
file type and then read it into the accounting software.
