how do create inkmarks,light backgrounds

I need to create a newsletter and want to create a light background for every
article. something like an inkmark.
I have the publisher 2003.

You can use the washout tool on the picture toolbar. It is the icon that looks like a
bar chart.
If you are not using a bitmap image, there are transparency sliders in the fill menu
for autoshapes.(More fills). Or gradients, fill, fill effects, you can adjust the
transparency.
