how do i apply a different design to all pages in my website?

I am trying to create a template for a Digital Portfolio for my AP English
students.
It was going well until I realized that new designs would only apply to the
pages that were in the original Publisher template. Any new pages that I
inserted would not change designs.
How do get the Designs to apply to the entire website?
