How do I assign a new user to run Office?

Locked out in Brooklyn

I installed Office SP1 and now I can't run any of the Office applications,
because it says "this user isn't authorized." It wants me to run setup to
reconfigure, but after repairing the installation, and every other option
(other than removal and complete reinstallation) I haven't seen any change.
Help?
