How do I convert a picture file to a Word file so I can edit it.

Use an application that provides OCR (Optical Character Recognition)

Hi Lena Louisa,

Assuming that the TIFF is from a FAX or other
'text' content then

if you have MS Office XP or 2003 you can try the
optional installation MS Office Document Imaging
feature (Start=>Programs=>Microsoft Office Tools
if installed) or the 'OCR' software that came with
your scanner as possibilities.
