How do I do a flip-newsletter (bilingual) in Publisher?

I need to create a bilingual newsletter in Publisher: we want to format it
such that if you open from one side it is in English and if you flip it over,
it is in French. Is there a template for this already? How do I arrange it?

How many pages? If it is four pages, select everything on page three and four, rotate
180 degrees.
