How do I empty outlook outbox that acts as if frozen?

My outbox has 60 messages in it and it shows on the task bar that it is
sending those messages but nothing is happening. Each time I log off and
log on again I have the issues of unsent messages and background programs not
responding. I just want to abandon those messages and start again with a
clean slate.
I will appreciate any suggestions

Can you see the messages? What happens when you try to delete them?

Load Outlook.
Put it in offline mode (File -> Offline).
Exit and reload Outlook.
See if you can now delete the items in the Outbox folder.
Put Outlook in online mode (File -> uncheck Offline).
