How do I "feather" the edge of a picture to cover up the fact my finger was
in the field of the picture a little bit on one corner?

Cropping it slightly might be the
quickest/easiest method in Publisher.

Just select the image and left click the
Crop tool on the Picture toolbar and drag
the corner handle inward slightly while
holding your Shift key. (holding the Shift
key preserves the aspect ratio)

If softening the edges is the result you
require...you'll need an advanced digital
image editor.

The following 60 day trial has the tools
you need for that task. When you open
the image in DIS2006...go to...Effects /
Edges / Soft...drag the slider to achieve
the desired result.

Also...you could remove the unwanted
image of your finger with the Clone Brush
or the Blending Brush.
