What are you doing when you get the error message, and what is the exact
text of the error message?

I am in the web tools toolbar and when I click on the scrolling text button,
it pops up a box telling me that, "This object was created in MARQUEE. this
application is not available to open this object. Make sure the application
is properly installed and that it has not been deleted, removed, or renamed.
" Then I press OK.

What can I do to activate it?

Ah.

It seems this tool was disabled with Windows XP SP2 because of security
risks.

I don't think you can.

Well, I suppose you could uninstall SP2 for Windows XP, but I wouldn't
recommend it.

MS Windows XP Service Pack 2 permanently disabled, for security reasons, the activeX controls that Office uses for Marquee
(scrolling) text, some sounds and a few more of the Web controls.

If you're working with web pages you may want to substitute some script controls as one possibility to have scrolling text.

How do I subsitute some script controls, what do I go into to do that? Please
help! Can I uninstall XP-2, will it harm my computer or will it harm
something that I need to keep?
