How do I insert a watermarks over a picture

I have a document with inserted pictures in WORD 2007. I need to put a
watermark in the middle of the page where the picture is. When I insert the
watermark, the watermarks is below the picture. I cannot send the picture to
the back, that option is not highlighted.

What do I do now, or is this impossible to fix?

Apparently this is not possible - in 2003 also. The picture background is
opaque, and it seems that you cannot bring an image in front of the document
from the header. You could insert a Word Art text on each main page and set
the wrap to In Front of text, and that will put the text over the document
and in front of the pictures, but it will tend to obscure the text.
