How do I install new fonts? (Windows XP)

I downloaded a couple free fonts and went through the whole installing
process but at the point it of attempt of installation a box pops up that
says, "This file is currently being used and cannot be replaced. Wait until
Windows is finished using is and try again." or if it's Winzip is says it's
damaged. I have all my Windows programs closed, so what program is using it
and what do I do?

Could you give us the exact steps for the "whole installing process" you
used? It sounds almost as if you didn't extract the font files from the
zipped file before installing.
