How do I lock my toolbars?

Everytime my Outlook 2003 opens, my toolsbars are all over the place, not
matter how many times I re-arrange them... How do I lock their positions?

You can't lock Outlook toolbars. If they move around, it's usually the
fault of an add-in toolbar.

I have BlueSoleil plugin toolbar, but everytime I delete it - it comes back!
How do I remove it permanently? Is there a reg file I could delete or
something? Thanks

I don't know where the Outlook toolbar settings are kept, off-hand. I'm
sure one of the MVPs knows, however.

Toolbar customizations are stored in outcmd.dat but an addin that creates
its own toolbars and then deletes them won't dirty that file. To get rid of
something like that the only way is to uninstall the addin and then if
outcmd.dat is left dirty the customize UI can be used to delete any added
toolbars and to reset any default ones. Deleting outcmd.dat is also possible
but can be like swatting a fly with a sledge hammer, it will kill all
customizations.
