How do I make my own web page?

My sister told me that you can go to Microsoft.com and create a web page for
free and it just costs to publish the page. Just looking for a little input.

Your sister was mistaken.

The only three things that come to mind you will need to create a website
are, a program to create one, i.e., Publisher, space on your ISP (Internet
Service Provider) server and a little imagination. Some ISPs provide the
means to create a website (mine does and gives its customers 10 mb of
space). So, start with a chat with your ISP.

I know this is a really old post but I have been struggling with the same
problem I came across a free ebook that showed me how to do this and thought
some of you might be interested.
Go to buildownfreewebsite.com and get a copy. I managed to get a website up
and running in day not bad for a non techie
