How do I migrate Publisher 2000 documents to Publisher 2007?

I read the help section on saving Pub2007 documents in Pub2002/3 format or
Pub98 format... This is good information, but what we really need to know is
the opposite: how do we migrate Publisher 2000 files to Publisher 2003 or
2007. We have many, many publisher files that can no longer be used at all,
because Pub2007 will not even open them! How is it possible that Pub2007 can
save files that can be used with Pub98, but Pub2000 files can't be opened by
Pub2007?!?!? Also, Pub2003 can open the files, but the formatting is all
messed up!!! What is the migration path? Or is it Microsoft's policy to
pressure its customers to buy its competitors' products in order to avoid
migration problems like this?

Did you install service pack 2? You might need to install the hotfix if you did.
It fixes the inability of opening legacy files.

Publisher 2000 created bloated files. It has a different WordArt feature.
However 2007 should be able to open them without much difficulty. There will be
format differences in some instances.
There is a WordArt compatibility utility. You use it Insert, Object. It works in
2007.
