how do I prevent word changing format when I add watermark?

I'm creating a newsletter with a picture as a watermark. I've tried to add
the watermark at the end and it pushes all the text down the page so that it
no longer fits on the page. I've also tried to cut and paste the text onto a
page with the watermark already on it. That doesn't work either. Why does the
addittion of a watermark affect the size of the page I'm able to use and how
can I get around it?

Thanks Anne, but I haven't inserted the picture as a picture so to speak,
rather as a watermark - format, background, printed watermark - then picture
watermark.
When I use a picture as a watermark it shifts all the text down from the top
- unlike when inserting a picture which disrupts the formatting around it,
which can be resolved by setting the picture behind the text - a watermark is
already behind the text.
I've got around the problem now, but it just seems strange that inserting a
watermark should change the format.
